It has the Windows 7 wallpaper and colour scheme with Windows Logo right in between which resembles the one which comes as Start Menu in windows 7 supporting resolution like 900×600 if you have it.
The only thing missing is the icons are not the same used in Windows 7. If the developer can hack in the Windows 7 Resource library it would be easy for him to pick up all Windows 7 icons and use it in the theme. Download here
