Find who is tweeting in your local with TwitterLocal
TweetLocal, a simple online tool which allows you to find who are the twitters availble and tweeting live in and around where you live. All you need is to input your area and select the within how many miles you want to select ( not sure if this feature works for every country ).
This tool can help you to find twitters near your are and follow them if they are interesting. This can also act as a good business tool if you want to approach any body. This is what I got when I selected Chennai.

It also creates a top tweeters list in the local area according to the the latest tweet count

Looks like naryanah , Sathya and Karthiksn are doing pretty good here. 
They also have an adobe air application to run on the desktops or just use the above online application and subscribe to the feed so you always stay updated with latest tweets and tweeters in your area. Check out TwitterLocal.Net
