When it comes to converting PDF files to text (either Word or regular text format) the list of available options is huge, you can get several online and offline options.  As per me, OCRTerminal is an awesome tool to extract text from images and PDF files, however OCRTerminal is an online tool, though it has a desktop agent too, using which you can convert images and PDF files to editable text, but the free account has a limitation, and allows to covert only 20 pages in a month.

Here is another tool, which is a fully offline solution, for converting only PDF files to editable text (not the images), PDF OCR.

PDF OCR is damn easy to use, when launched, opens two windows in front of you, first one is a PDF reader, where you can select the pages, and the second window is the editor window, which shows you the results of conversion.

Simply open a PDF file, and click on the ‘Start OCR’ button, this will allow you to make a choice for your conversion, like OCR the current page, OCR the pages in range (i.e. you need to tell the pages like 3 to 5 or whatever), and the last option allows you to convert the full PDF files (i.e. all the pages), later click on the ‘Start’ button and you can get the text in the adjacent window.

Later you can save the document from the editor, either in text or MS Word (.doc) format.

The best part of PDF OCR is you can have a look at the PDF file pages and the text side by side, so you can make changes in the text wherever required before saving it on your system, for example, it replaces the special characters in PDF file with some wild characters in the text, so here you can cross check the results (text) and edit it as per the PDF file, to get the appropriate content.
